– A ship local Agent to be appointed.

– While approaching Libyan territorial waters, Ship to establish contact with the concerned Port control by VHF CH 16, CH 12

– The Master or the Ship Agents: to relay the following information to the concerned port control :

  • Ship name, call sign, Port of call, the reason of call, ETA.
  • Cargo on board, cargo in transit, Quantity, Quality.
  • Any dangerous cargo. Quantity & port of loading.
  • Crew members list.
  • Passenger list.
  • Last port of call.
  • Health statue declaration.
  • validity of ship certificates.

– Vessels at anchorage area to appear the following signs:

  • Quarantine sign.
  • Ship flag in the rear.
  • Libyan flag in the front.
  • Sign of pilot request.
  • If carrying dangerous or flammable materials, red flag during daylight & clear red light at night.
  • The coming vessel must not approach close to the port entry channel, but only after pilot boarding.
  • In case of master suspecting of existing of any disease, onboard, or vessel coming from pandemic port. Master, has to report such cases immediately to the quarantine authority.

Guide Lines for Ship movements & berthing:

– Master to stay in bridge while vessel arriving or sailing or shifting operation.

– Master to follow local and international marine legislations.

– Port entry priority:

According to vessel type:

  1. Passenger vessels.
  2. Alive animals.
  3. Regular lines vessels.
  4. General cargo vessels.
  5. Tanker & LPG/C.

– If there is no emergency case or there no patient in dangerous status priority then given according to the turn nr given by the port control.

– Master to follow the international maritime regulations & local marine authority instructions.

– The port management should specify the quay no for the ship, also to reserve the right to shift vessel from one quay to another for port operations convenience.

– No vessel can berth or drop anchor, but only after port management instruction.

– If any ship arrives the port, and no quay was dedicated, then she must drop anchor far from channel entry, and to wait port control instructions.

– No ship movement permitted from her dedicated quay to another without port management instructions, but the Master will be always responsible of ship suitability of the quay or place to berth.

– If the port management order to shift the ship from a place to another, and there were no enough crew to do that or the ship was disable to perform the shift, the ship then can request assistance from port management or from another authority to do the shift in the proper time, the relevant charges will be on ship account and responsible.

– The port management has the right to shift the vessel from a place to another, and that will be on vessels account & responsibility, for the following below reasons:

  • When the responsible person of the vessel not being on board.
  • When the responsible of vessel refused to shift it or intends to make obstacles to prevent the shifting to be done by vessels gear facilities.

– Master must always raise the signs that mentioned in the international regulations for preventing collisions at sea & during entry and departure operations.

– The vessels propellers must not be operational while ship at berth but only at the necessity that port management may accept.

– Master must inform port management about any defect or break down in vessel that may prevents ship movement in the port.

– No berthed vessel can tie its robes to any moorage without acceptance of port management, and it is not allowed to use the moorage for pushing the vessel away from the quay.

– The tug service is compulsory for the vessel during entering or sailing maneuvering operations trough the shipping channels or during the shifting.

– Each vessel must call the pilot for entering the ports or for shift, at that time the international specialized sign should be appeared.

– No vessel can enter the port without of the pilot being on board.

– In spite of the pilot is on board, the master will be always responsible for ship maneuvering.

– The vessel is responsible for any damage that may arise to the port installations even while the pilot boarding vessel.

– The vessel must pay full pilot dues which is applicable the time when pilot boarding upon request during entering or sailing operations even if the entering or sailing instructions canceled.

– The discharge or load rate is estimated by the port management.

– After completion loading or discharging operations vessel to clear berth and to be ready to sail immediately, unless there is a permission or written notice from the port management for justified causes, these remarks should be stated in the S.O.F.
